Global Plastic Bag Ban Regulations

November 08, 2025

Because of the plastic pollution and sustainable development. Some governments and local agencies are enacting regulations to encourage or require businesses to reduce or eliminate traditional plastic packaging and adopt more environmentally friendly alternatives. This regulatory support is also driving the development of plastic-free paper packaging. The following are some countries that have introduced plastic bag bans for environmental protection, along with the relevant dates:

• China: Starting June 1, 2008, the "Plastic Bag Ban" was implemented nationwide, banning the production, sale, and use of ultra-thin plastic bags and implementing a paid plastic bag use system. In mid-September 2020, Zhejiang Province issued the "Implementation Measures for Further Strengthening Plastic Pollution Control," requiring the ban and restriction of the production, sale, and use of certain plastic products. On December 1, 2020, the "Regulations on the Prohibition of Disposable Non-degradable Plastic Products in the Hainan Special Economic Zone" officially came into effect, completely banning the production, sale, and use of disposable non-degradable plastic film bags and plastic tableware.

• France: Starting January 1, 2016, a complete ban on disposable plastic bags was implemented, requiring them to be replaced with degradable or compostable bags. Starting January 1, 2023, French fast food restaurants must replace disposable plastic tableware with reusable tableware.

• Thailand: Starting January 1, 2020, Thailand banned the provision of disposable plastic bags in major shopping malls and convenience stores. By 2022, the use of lightweight plastic bags, plastic straws, foam plastic food containers, and plastic cups with a thickness of less than 36 microns will be phased out.

• Germany: On May 15, 2023, Germany's Single-Use Plastics Act initially came into effect, with stricter enforcement starting January 1, 2025. This law requires producers to assume greater environmental responsibility, encompassing the entire process from design and production to recycling and disposal.

• United Kingdom: On October 1, 2023, the UK government announced a ban on the supply and sale of single-use plastic products, including compostable, biodegradable, or recyclable ones.

• Canada: Starting December 20, 2022, Canada will ban the manufacture and import of single-use plastics for sale, including shopping checkout bags, cutlery, and food service cutlery. These sales bans are expected to take effect in December 2023.

• New Zealand: On July 1, 2023, New Zealand will prohibit the provision or sale of single-use plastic food bags, single-use plastic cutlery, and plastic straws in shopping malls and supermarkets.
